Under administrative direction, the Emergency Management Deputy Director supports Tulsa County's all-hazards emergency management program, including preparedness, response, recovery and mitigation. The incumbent develops, updates and maintains emergency operations plans and continuity of operations plans for the County; coordinates with internal county departments and external agencies (city, state, federal, private sector) including the local communities within Tulsa County as well as the Oklahoma Department of Emergency Management; plans and executes training and exercises; and supports activation and operation of the Emergency Operations Center (EOC) or other incident management structures during incidents or planned events covering the more than 1 million residents in Tulsa County.

Required Knowledge, Skills and Abilities:
Knowledge in National Incident Management System (NIMS), Incident Command System (ICS), and FEMA emergency management principles; emergency preparedness, response, recovery, and mitigation strategies; local, state, and federal emergency management regulations and coordination procedures.
Skill in written and oral communication skills; public speaking and delivering effective presentations to diverse audiences including Elected Officials, community groups and first responders' organizations; using emergency management software, data systems, and communication tools to support planning and response operations.
Ability to write plans, reports, and briefings; analyze complex emergency situations and develop solutions under pressure, coordinate and collaborate with multiple agencies; work independently and as part of team to achieve organizational objectives; irregular hours, including evenings, weekends, and holidays when incidents or exercises occur.
Computer Skills:
To perform this job successfully, individuals should have knowledge of Microsoft Office Suite (Word, Excel, PowerPoint) and use emergency management software platforms or databases such as Web EOC.
Supervisory Responsibilities:
This position may provide technical guidance, mentorship, and oversight to interns, volunteers, entry-level emergency management staff, or temporary assistants during training sessions and response operations. The role does not typically include full supervisory authority (unless specified within internal classification guidelines) but may serve as a lead during designated projects, exercises, or emergency responses.
Education and/or Experience:
Graduation from an accredited four-year college or university with a degree in Emergency Management, Public Administration, Homeland Security, Fire Science, Public Safety, Public Health, Business Continuity, or a related field and four (4) years of experience in emergency management, disaster response, business continuity, or a related field; or equivalent combination of education and experience, substituting one additional year of full-time paid employment for the required education with a maximum substitution of two years.
Language Skills:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present verbally and in writing information to top management, public groups, and/or boards of directors.
Mathematical Skills:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Certificates, Licenses, Registrations:
Valid Oklahoma Driver's License possessed for at least 6 months
Defensive driving with Tulsa County within 6 months of hired
Certification such as FEMA Continuity professional, Certified Floodplain Manager or Certified Emergency Manager (CEM).
