Job Summary Responsible for all aspects of project management related to federal procurement and contracting, ranging from assessments and evaluation to construction/remedial design, implementing cleanup strategies to achieve the client’s objectives. Work covers all project phases from qualification and proposal development, through contracting, award, mobilization, execution, demobilization, closeout, and final invoicing. Projects include sites impacted by federal and state environmental programs such as CAA, CWA, RCRA, CERCLA, TSCA, and OSHA. Lead the implementation effort by collaborating with internal teams, external consultants, contractors, trades, subcontractors, and vendors to complete scope of work within specified budgets and schedules. Additionally, lead teams in developing project scope and qualification packages to secure new federal work opportunities. Essential Functions Manage contracts daily for assigned Task Orders on multiple IDIQ contracts, including development, administration, change management, and closeout. Lead scope of work development and oversee Task Order award schedules. Coordinate with team members to finalize scope and issue RFPs timely. Facilitate meetings, document minutes, and track actions. Review proposals, negotiate, and develop negotiation strategies. Report progress and accomplishments to management. Understand client needs and provide strategic options. Develop schedules, ensure compliance, and complete projects on time. Communicate project goals, schedules, staffing, and budgets. Delegate work activities to maintain momentum. Identify new work opportunities with existing and potential clients. Mentor and support team development. Assist in marketing efforts, including project descriptions and presentations. Achieve financial goals, complete projects within budget, and oversee administrative tasks. Job Specifications Education: Bachelor’s degree in engineering, geology, chemistry, environmental science, project management, construction management, business, or related field. Experience: 5-10 years managing projects over $1 million; or 10+ years if without a degree. Additional requirements: Valid driver’s license, safe driving record, physical ability to operate vehicles. Knowledge, Skills, and Abilities Experience in environmental or AEC industry contracts management. Strong project management and leadership skills, capable of managing multiple IDIQ contracts. Excellent communication skills, capable of leading technical teams and negotiations. Knowledge of IDIQ contract processes, scope development, and bid evaluation. Proficiency with Microsoft Office and Teams. Experience in project planning, execution, and delivery. Ability to work remotely effectively. Experience working in government environments. Physical Requirements Work outdoors in various weather conditions. Lift objects over 25 pounds, short distances. Work safely without endangering self or others. Remain seated for long periods. Job Context 50% office work, 50% field/travel, including day trips and possibly extended travel involving overnight stays. Travel may involve long drives or flights.
